Secondly, the medal is also proof of identity. As the last arrival, Terrance, took his seat, Hoenn League’s strongest group of Trainers had all gathered here.

The five present were Hoenn Champion Steven, Dark-type Elite Four Sidney, Ghost-type Elite Four Phoebe, Ice-type Elite Four Glacia, and Fairy-type Elite Four Terrance.

“According to the assignment of duties, Elite Four Terrance will be responsible for the popularization and educational work of breeding knowledge, training knowledge, and coordination knowledge throughout the Hoenn region. The Breeder Association, Pokémon Contests, and the research team led by Professor Birch will fully cooperate with your primary work, Elite Four Terrance.”

Every few years, the Champions would hold a gathering and conduct Contest Battles to determine who the strongest Champion was. These battles were not held publicly, but in order to promote regional exchange, each region would send one Elite Four to compete and determine who was the strongest Elite Four.

This way, although the Elite Four represented a region’s Trainers to some extent, they would not play a decisive role, leaving some room for weaker regions to save face. If the Champions were to publicly battle each other, some regions would more or less lose face.
