Although they were quite primitive, Terrance had seen examples before. The kingdom within Diamond Domain, for instance, was rich and diverse, possessing its own systems, customs, and traditions.
While searching for Togekiss within Togepi Paradise, Terrance made a new discovery. He found it hard to imagine that Togekiss had actually used the strength of more than thirty Togepi to build itself a jungle palace. It looked very much as though it intended to establish a kingdom.
“This guy…”
While Terrance was making his way over, Togekiss also learned of his arrival. In a short period of time, it swiftly prepared a welcoming ceremony and brought the many Togepi to greet Terrance.
Togekiss stood at the front, with thirty-eight Togepi arranged in formation behind it. They marched in orderly steps like an army, while Frogadier at the front waved a flag cut from the broad leaf of some plant and cheered Togekiss on. It should have been an imposing sight, but Terrance could only see innocence in Frogadier’s expression.
It seemed… it did not want to be doing this.
“Cannot comprehend, cannot comprehend, Rotom…” Rotom Pokédex began taking pictures at lightning speed, utterly astonished.
Especially the resolute expressions on every Togepi’s face. No matter how one looked at it, this did not seem like a transformation that could be completed in less than half a month.
Togekiss flew smugly in front of Terrance. Upon seeing his darkened expression, it immediately put on a fawning look, as though it had instantly transformed into a sycophant, and had several Togepi present Terrance with thirst-quenching Berries.
“I hope your explanation can convince me…”
Terrance did not ask anything. Togekiss took the initiative to pull him toward a quieter place and began explaining everything that had happened.
It turned out that while Altaria had been using Fairy Aura to stimulate the GX Energy, cracks had appeared in the seal obstructing its flow, causing it to loosen.
Although the cracks were tiny and the GX Energy flowed out very slowly, this energy was still immense for an individual. Togekiss had been the first to discover the anomaly. By using this energy, it quickly created numerous “miracles,” further strengthening its prestige within Togepi Paradise. Now, through the miracles it had created with GX Energy, Togekiss had successfully obtained the absolute submission and respect of these Togepi.
The reason it had refused to let outsiders enter was that Togekiss wanted to use this period to maximize its authority and consolidate its position until it became unshakable… The newfound vitality throughout Togepi Paradise was all Togekiss’s handiwork.
“You seriously want to build a damn kingdom?” Terrance looked at it with a complicated expression.
He truly had not expected the GX Energy seal in Togepi Paradise to loosen after they left, much less for Togekiss to use it as an aid in proclaiming itself king. Now, Togekiss was like a god in the hearts of the Togepi, something no one could change.
The transformation of Togepi Paradise through GX Energy alone had made these Togepi firmly believe that Togekiss was a savior sent by heaven, their one and only king. Beyond that, Togekiss had also implemented several reforms.
For instance, after gaining the Togepi’s trust, it began reshaping their thinking in its capacity as “king.” During this process, Togekiss realized that the Togepi’s innate nature was difficult to change, so it took a different approach and began altering their ideas instead.
Kindness meant punishing bad people.
And bad people were those who stood against Togekiss.
What Terrance found hardest to understand was that Togekiss had actually succeeded. These Togepi had begun obeying Togekiss’s commands, developing the conviction to defend their homeland and drive out bad people, and now followed Togekiss’s every order.
“It’s all thanks to my excellent teaching? Stop flattering me. I never taught you any of this.” Terrance looked at it suspiciously. Togekiss had confessed its entire experience so readily that it gave Terrance an oddly unreal feeling.
Upon hearing this, Togekiss put on a serious expression.
It then swore that it was willing to educate the Togepi here on Terrance’s behalf and help him nurture an army of Togepi. Therefore, Togekiss hoped Terrance would continue allowing it to remain here.
“You…”
Terrance rubbed his chin. Without exposing Togekiss’s little scheme, he said, “Forget it. Do whatever makes you happy, but don’t let me down when I need you.”
He agreed just like that?
Togekiss froze.
He had handed over something as important as Togepi Paradise for it to manage without even batting an eye. Was Terrance not worried at all?
Togekiss believed it had caused Terrance plenty of trouble. It had originally prepared several arguments to persuade him, but the process had gone far more smoothly than it had imagined. For a moment, Togekiss did not know how to respond.
“Is that all you have to say? Next, let Rotom collect some data. I’ll devise a new training plan for you.”
Terrance rubbed his forehead for the second time. As expected, Togepi Paradise and the Togepi here had failed to purify Togekiss. Instead, they had all been conquered by it.
Still, Terrance was not particularly disappointed. At worst, he would simply have to worry a little more. After all, he was Togekiss’s Trainer.
By directly agreeing to Togekiss’s request, Terrance had also chosen to trust it. As a Top Trainer, he still had that much confidence. Terrance had also carefully considered the value of this decision. Allowing Togekiss to remain here could indeed maximize the value of Togepi Paradise. Since it had volunteered for the role, Terrance had no reason to refuse.

There were no major problems with Togekiss, but Frogadier received a stern scolding from Terrance and was taken away. Terrance had no idea what this fellow had experienced in Togepi Paradise, but it had completed only fifty percent of the training tasks he had assigned, wasting a great deal of time…
Frogadier repeatedly insisted to Rotom that it was truly innocent. After all, watering all the flowers and plants in Togepi Paradise every day took up most of its time…
After reaching an agreement with Togekiss, Terrance also laid down three rules for it and explained that outside assistance would soon be brought in to further develop the paradise.
At present, Togepi Paradise was not Terrance’s alone to decide. He also had to consider the attitude of the Mirage royal family. Togekiss understood this as well and sensibly agreed.
In truth, it was also eagerly anticipating the upcoming development, as this would allow its subjects to grow stronger quickly.
Everything was for the sake of founding a kingdom.
