Because most of the pirates dont actually kill the marines. Even in canon story of One Piece, most of the pirate just run or just defeat them and let them go because it doesn’t bring any profit and only brings misfortune. Take it like the cop killing in real world. You do that sh*t and police will be on your neck 24/7 until they get you. Thats why Marine Killer have unnusally high bounties even through they are weak – you have the example of the Caribou and Coribou…. These two brothers have bounties 190mil and 200mil or something… And thats because they are Marine Killers (+ the one with the logia has higher bounty because he is captain of the Ship and logia user and most people cant win over logias).
