OPIK Chapter 302 I Have a Plan (2x)

This intelligence was basically a list. It clearly recorded who in North Blue had connections with the Underworld and who the major figures running the Underworld were.

It could be said that as long as they arrested people according to the names on the list, they could directly carry out a massive purge of North Blue.

This was also why Rosinante had remained undercover all this time. He wanted to use the opportunity to conduct a major purge of North Blue. However, for some reason, even though Rosinante had contacted Sengoku many times through Den Den Mushi, this intelligence had never been sent out.

Perhaps the one-track-minded Rosinante had simply forgotten that he could do that.

Not only that, it also recorded the news that Doflamingo intended to make a move against Dressrosa.

“I remember His Majesty Nereus has a very good relationship with Dressrosa, right?”

“Yeah. His Majesty and King Riku are friends. Why?”

“Look at this. And my guess was right. This Donquixote Doflamingo really is a member of Mariejois’s Donquixote family!”

The handwriting on the note was neat and orderly, laying out many matters clearly. It even mentioned that the Donquixote family had once ruled Dressrosa and that Doflamingo wanted to reclaim the country.

It mentioned some of Doflamingo’s plans, as well as Rosinante’s own opinions.

“No, this information has to be sent to His Majesty Nereus first. Tell Luna that we won’t return to the ship for now. Let’s send the information and the fruit back to Fishman Island first.”

“Mm.”

If there was any island where Kuma’s ability was difficult to use, Fishman Island was definitely one of them. Given Fishman Island’s location, if Kuma wanted to send someone there, he would have to smash them straight through the Red Line.

In the end, using Delta Island as the destination, Kuma activated his teleportation once again.

At the same time, Rosinante was acting extremely flustered. Only after fleeing together with Doflamingo did Rosinante discover that the intelligence he had been carrying was gone!

He was happy that someone had stolen the fruit. That way, he would not be exposed. But if that intelligence fell into Doflamingo’s hands or was discovered by another member of the family…

He had never been especially quick-witted to begin with, and the more he overthought things, the more likely he was to mess up. Recently, he had been making mistakes one after another. Falling over on flat ground had become commonplace, and at one point he even accidentally got himself hoisted into the air by the rope used to furl the sails.

Precisely because he was so distracted, Doflamingo instead felt that the mole was not Rosinante.

After all, if he were the mole, he should have been happy that the Op-Op Fruit had been stolen. There would have been no reason for him to be this panicked.

“Corazon, it’s not your fault that the Op-Op Fruit was stolen. You don’t need to blame yourself so much.”

“…”

“…”

“Of course I’ll find a way to get the fruit back… That b*stard who made the move was also a Devil Fruit user. I just hope he doesn’t immediately find someone to eat the fruit…”

Doflamingo still hoped that one of his own people could eat the fruit. If that was impossible, then he would have to find a way to bring that ability user over to his side.

But getting someone like that to work for him would not be easy. Because of that, Doflamingo had long been making plans for what to do if the ability user was found, while also doing everything he could to gather related information.

Before that, however, the first thing Doflamingo had to deal with was Tsuru, who had been pursuing him nonstop.

It seemed Tsuru believed the Op-Op Fruit was currently in Doflamingo’s hands, because the intensity of her pursuit had clearly increased. Even if he managed to shake her off temporarily, he could never enjoy peace for long.

While Doflamingo and Tsuru played their game of chase across North Blue, Kuma and Ginny had long since returned to Delta Island. After briefly sorting things out, they delivered everything to Ryugu Palace.

“Give this portion of the information to Otohime and Jinbe. They’ll know what to do with it.”

That portion concerned numerous trades conducted by North Blue’s Underworld. Organ trafficking, arms dealing, slave trading, and similar information had all been recorded in detail.

Doflamingo’s many years in North Blue had not been without accomplishments. At the very least, he had been involved to some degree in almost every type of illegal trade across North Blue.

Rosinante’s undercover work had not been fruitless either. He had investigated all this information thoroughly.

The Ryugu Kingdom merely opposed the World Government; it was not some anti-human terrorist organization. Fighting crime was a ready-made banner they could use.

“As for the rest of this… Nanamo, give it to them when you go to Dressrosa. Give them to Scarlett, or to Doldo—it’s up to you. Handle it as you see fit afterward.”

The intelligence could generally be divided into those two sections, North Blue and Dressrosa. Both were useful to Fishman Island. The Op-Op Fruit, on the other hand, did not have a suitable user for the time being.

It was not something that could simply be eaten and immediately used effectively. If the user has absolutely no medical skills, then many aspects of the fruit’s abilities would be impossible to bring out.

Randomly slashing things apart would be no problem, but anything beyond that became troublesome. For now, it was simply placed into storage.

“Dad, how did you know I was going there?”

“Isn’t Scarlett’s birthday coming up? You go there every year. It’s not like I don’t know that. Bring whoever you want. Handle matters over there as you see fit.”

Even if Nanamo had done nothing but play every day since the moment she was born, she still would not have been incapable of dealing with Doflamingo. Nereus had no worries about leaving this matter to her.

Nanamo had already been preparing to leave for Dressrosa, so she did not linger long on Fishman Island. She boarded Hermes and flew toward the distant horizon.

“Your Majesty, aren’t you planning to just kill him? Is it because of his status as a Celestial Dragon?”

“I don’t care about that status. It’s just that this man still has some use. He’s a minor character who can’t stir up much trouble, so there’s no need to make a special effort to deal with him.”

Doflamingo, the future legendary newspaper-reading king of the prison and a Devil Fruit supplier, possessed his own unique channels across the sea.

Although the powerful fruits he obtained basically never ended up in their own hands, simply keeping an eye on Doflamingo could lead to a great deal of information about Devil Fruits. There was still value in leaving him alone for the time being.

“I see. Still, it’s really strange. A Celestial Dragon doing this kind of thing in North Blue.”

“No, not a Celestial Dragon. A former Celestial Dragon. I happen to know a little about this guy. His father, Donquixote Homing, was something of an oddity among the Celestial Dragons.

“Not only did he oppose the behavior of the Celestial Dragons and advocate equality, he even brought his family with him and voluntarily gave up their status as Celestial Dragons.”

“There are people like that among the Celestial Dragons?”

Ginny did not doubt Nereus’s words, but she still found Homing’s way of thinking… hard to believe.

The Celestial Dragons’ reputation in the outside world had long since become utterly rotten. Even ordinary royal families who yearned for the World Nobles’ status and wanted to join their ranks knew that the Celestial Dragons were people who could not be offended.

For a genuinely good person to emerge from such a group…

The shock was enough to make Ginny temporarily put down the food in her hands.

“Groups and individuals are different; there are good and bad people in every group, so generalizing and tarring everyone with the same brush is not the way to go.

“That said, Celestial Dragons… Killing a hundred Celestial Dragons might result in some innocent people being wronged, but if you kill nine out of ten, they’re definitely all fish that slipped through the net.”

The Donquixote family had always produced oddballs. Homing, the reformed Mjosgard, Rosinante—they were all members of that family. If people like them could rise to high positions among the Celestial Dragons, perhaps they really could change quite a lot.

However, their beliefs themselves destined them to have great difficulty ever reaching such positions among the Celestial Dragons.

“You can keep an eye on Doflamingo. As a former Celestial Dragon, he knows quite a few secrets. You might be able to eavesdrop on something useful.”

“Mm, I understand. I’ve been working on a signal amplifier lately. Once it’s done, the range I can eavesdrop on will be even larger.”

Ginny marked the information again on her eavesdropping project list. She planned to pay more attention to Doflamingo while monitoring information and see if she could uncover any valuable intelligence.

Not long afterward, in Dressrosa, Nanamo arrived in this familiar country. Some people on the streets would even bow and greet her when they saw her.

This time, she had not brought Chloe or Yamato; she had come alone, riding on a cloud. Meanwhile Dressrosa’s environment remained much as it always had.

Although it could not be called a wealthy country of the New World, it was relatively peaceful. There were not many external disasters, nor was there tyranny within the kingdom, so life here was fairly decent.

The biggest event in recent years had been Scarlett’s fake death. Aside from that, the occasional pirate incursion had been dealt with by Kyros and his men.

After being utterly crushed by Chloe back then, Kyros had devoted himself to becoming stronger and had indeed improved considerably. Dealing with pirates who had only recently entered the New World now seemed easy for him.

“Isn’t that Kyros? You’re still not off work at this hour? Don’t you know what day it is today?”

Normally speaking, the captain of the kingdom’s army and chief of its guards did not really have such a thing as “getting off work.” He basically had to remain in the kingdom year-round. But Kyros was, in essence, the kingdom’s son-in-law whose status could not be publicly revealed, so his situation was special.

Considering the circumstances of his eldest daughter, King Riku would usually let Kyros leave early.

“Princess Nanamo, I wouldn’t forget something like that. It’s just that His Majesty Doldo is going over as well, so I’m waiting a little longer.”

“I see. Maybe you should head over first. I’m guessing that after I finish talking about my business here, your king is going to have something to worry about for a while.”

It would be inappropriate not to tell them about this. Doflamingo planned to use Parasite String to control Doldo and the kingdom’s soldiers, force them to massacre the civilians, and then step forward himself as the hero. They definitely needed a warning in advance.

No matter who she told, the matter would eventually have to reach King Riku anyway, so Nanamo simply came straight here.

Kyros did not leave. From a practical standpoint, if Nanamo had come as an assassin, it would not matter where Kyros stood.

Even if the entire Royal Palace could stand up and fight, Nanamo could still reduce it to dust directly, but Kyros remained at his post regardless.

“Good day, Your Majesty Riku. My father obtained a special piece of intelligence and believed it necessary to inform you. It concerns Donquixote Doflamingo’s plans for Dressrosa…”

Inside the Royal Palace, Nanamo explained the general situation to King Riku in a manner more befitting royal etiquette.

The moment he heard the surname Donquixote, he already understood part of the reason.

“I see… I never expected them to come back.”

“No, let me correct you. Not them. Just Doflamingo. He has already lost his status as a Celestial Dragon, so he’s still different from those people up in Mariejois.

Still, did this country really belong to them in the past?”

“Yes. Several hundred years ago, before the beginning of that Void War, this country did indeed belong to them.

Later, the alliance of the Twenty Kings won and established today’s World Government. The Donquixote family gave up this country and moved together to the Holy Land, becoming Celestial Dragons.

After that, my family took over this island, and we have ruled it ever since.”

King Riku briefly explained Dressrosa’s history. Few people knew this information, but it was not exactly a complete secret either. With enough effort, it could still be uncovered.

“Don’t worry, Your Majesty. This isn’t a major problem. My father only asked me to warn you in advance so there wouldn’t be any unexpected incidents later.

If the Donquixote family in Mariejois wanted to reclaim this country, that really would be difficult to deal with.

But if it’s only Doflamingo acting as a pirate, he’ll be easy to handle.”

Whether because of personal friendship or the insurance business in an official capacity, Nanamo would not ignore what happened here.

Neither Fishman Island itself nor its New World office were far from Dressrosa. If they truly needed to rush over, they could arrive very quickly.

“Mm. Please thank your father for me.”

Rubbing his head, King Riku recalled that he had seen Doflamingo’s name before, but it was only after Nanamo’s arrival that he became completely certain that this Donquixote was indeed the Donquixote he had been thinking of.

If he had not known Nereus, King Riku truly would not have known how he should deal with Doflamingo.

Ask the World Government for help?

Although Doflamingo was no longer a Celestial Dragon, which side the World Government would ultimately take was still uncertain.

“By the way, I personally have another question. Do you know what happened to the other nineteen countries?”

“The other nineteen? You mean the other descendants of the original Twenty Kings?”

“Mm. What are their situations now?”

“That… I’m not too sure either, but they should all be like the Donquixote family back then. They moved to the Holy Land. Is there a problem?”

King Riku vaguely felt that he could guess what Nanamo was planning, but he still could not be certain.

“It’s nothing important. I was just thinking that perhaps we could use this opportunity to promote the insurance business.”

“I don’t know the circumstances of the other countries. Your father knows far more about world history than I do, so perhaps he knows their specific situations more clearly.”

King Riku did not voice an opinion. Although Nanamo’s idea was more or less what he had guessed, Doldo was more concerned about the safety of his people. Doflamingo’s planned “coup” was certainly not going to be a gentle affair.

But the other kings might not think the same way. In any case, they all knew the histories of their own countries. If news of Doflamingo’s actions spread, they would likewise worry that something similar might happen to them.

And one successful insurance case would also increase credibility.
