It aligned well with the pirate culture – the empress didn’t necessarily have to be from the same lineage but they had to be powerful. Only then could a pirate nation survive.
“That makes things much easier. We can push Hancock into that position.”
“But isn’t it decided by the World Government?”
“True, it’s decided by the World Government, but there are currently too many vacancies among the so-called Seven Warlords of the Sea. They are probably looking for more candidates.”
In fact, that was the case. When the system of the Seven Warlords of the Sea was introduced, the situation on the sea wasn’t as chaotic. However, with Roger starting the Great Pirate Era, and the Emperors of the Sea successively appearing, the World Government began to increase its search efforts.

In the end, they reached an agreement. Kuja would test Hancock’s strength in their own way, and once they have confirmed she could accomplish the task, they would inform the Beasts Pirates and also agree to their request.
Amazon Lily was an entire country, and there was no harm in not putting all your eggs in one basket.
Olga also left Amazon Lily after bidding farewell to Hancock, and the Beasts Pirates’ ship sailed north in the direction of the North Blue.
After a period of sailing, they were nearing the waters of Flevance. However, the atmosphere here was completely different from what Yamato had imagined.
According to the records in the atlas, there should be continuous traffic of ships entering and leaving Flevance. However, the area is currently desolate, with not a single ship entering, and even those ships flying other flags had to undergo detailed inspections if they wanted to leave.
